25% of prisons in Mexico (one hundred) are under the control of offenders.

This system of “self” has been one of the factors of violence that exists in prisons, with bloody riots and fights, as the last Monday in Mazatlan, which left 29 dead.

Daniel Romero, third visitor to the National Commission in charge of
