25% of prisons in Mexico (one hundred) are under the control of offenders.
This system of “self” has been one of the factors of violence that exists in prisons, with bloody riots and fights, as the last Monday in Mazatlan, which left 29 dead.
The complaint was made on Wednesday the National Commission on Human Rights (NCHR), in which the phenomenon occurs mainly in the state and county jails.
In 2009 there were five riots, the most violent in Tijuana, with 19
dead, and several clashes between inmates, which highlighted one in a prison in Ciudad Juarez, with 20 deaths.
This month there have been bloody brawls, such as Mazatlan and in a prison in Aguarato (six deaths), both localities in Sinaloa (northwest), birthplace of the major drug lords.
In some of these fights involved have used firearms, the presence of the NHRC attributed to the corruption that is in some prisons.
Daniel Romero, third visitor to the National Commission in charge of
monitoring of criminal in Mexico, said that the prisoners’ conditions and not put their authority. ” He said in part that happens by corruption or withdrawal of the exercise of authority in these centers.
It means that the internal determine who handle criminal and control, by charging other inmates, visitors
marital, the operation of shops, cleaning services and roll call, he said.
“The self is given mostly in state criminal and municipal or detention centers, fortunately in federal systems have been less, “he said adding that studies the Commission determined that 20% to 25% of the prisons in the country are controlled by insiders.
One hypothesis about the “self-government” states like
factors, in addition, staff shortages and a serious failure
facilities, said Romero.
In Mexico there are, among federal, state and municipal, 429
prisons with a total of 227,000 inmates.
