Sebastian Piñera congratulate Humala for victory in Peru, but still to close to call.

The president of Chile, Sebastián Piñera, called the virtual winner of the Peruvian presidential elections, Ollanta Humala, to congratulate him on his victory , although there is still no full and final official results.
