President Obama will detail proposed changes to government surveillance programs in a speech next Friday, the White House confirmed.

White House press secretary Jay Carney said Mr. Obama will outline “measures that create more transparency … in a way that gives the American people more confidence.”

Mr. Obama has been meeting with lawmakers and the intelligence community as he reviews recommendations from a panel he appointed last year.

United States President Barack Obama could soon ask the National Security Agency to stop storing the telephone records of millions of Americans and also scale back the spying endeavors that target foreign leaders.
